1. Check the account

  1. Check the licenceMake sure the user has a Teams Phone licence.
  2. Check the numberMake sure a phone number is assigned in the Teams admin center.
  3. Check the calling policyMake sure their calling policy allows calls.

2. Refresh Teams

Changes can take up to a day. Ask the user to sign out of Teams and back in.
